Updates KB2952664 KB2976978: Everything You Need to Know About These Mysterious Windows Updates

I've covered both updates already in October 2016 within my blog post Some confusion about Updates KB2952664/KB2976978. Microsoft released those two updates a couple of times within the past. They declare it as 'compatibility updates' for Windows 7 and Windows 8.1, but it's Telemetry updates.

But why Microsoft has re-released those updates again, without giving details? Woody Leonhard has also published this InfoWorld article raising similar questions about he re-release of those updates. He also published at Askwoody this article, pointing to two comments dealing with telemetry data collection in Windows.

[German]Another little conspiracy theory about the forced upgrade from Windows 7 systems to Windows 10. I just read a report that someone found GWX on a Windows 7 system. GWX doesn't upgrade this time, but some old GWX tasks are still running.

Many users therefore try to keep Windows 7 SP1 systems 'clean' and block reliability updates (for upgrading to Windows 10). However, it doesn't seem that easy, since Microsoft uses many ways to get the updates to the system. A few days ago I blogged about a user experience, that Updates KB2952664/KB2976978 has been blocked but have been installed even though (see my German blog post Zwangsinstallation der Windows 7/8.1 Updates KB2952664/KB2976978 (Januar 2019)?). It became clear that it might be a wrong update setting (it's required to set Windows 7 update that updates are downloaded and installed, only if the user accept that). A blog reader pointed within a comment to a statement from askwoody.com.

....... I think the recent ones are Telemetry updates(NSA spyware.?) bc the free Win 10 upgrade offer had already expired on 29 July 2016. Because of the need to use clients' computer resources to phone home to M$, KB2952664 may sometimes be over-taxing or interfering with the computers.

Well, in my case had no clue to what was going on, only that very close to the time after removing the MB to install a new CPU cooler, I was fearing hardware issues/damage, because when I installed those updates in the wee hours of that morning, was so sleepy that I couldn't see straight. And surely wasn't thinking about what the update could or would do, actually was forgotten about, until I was shopping for a possibly upgraded (Full ATX) MB with USB 3.1 & M.2 support and in my usual shopping fashion, sifting through reviews of at least 10 MB's.

In fact, as far as removal of these unwanted updates for Windows 10 goes, I have a batch file on several USB sticks to purge many (a few more actions also needed to be performed manually), the file maintainer kept the list up to date until these were no longer relevant. The .bat file is underneath those lists, maybe I need to run this one last time on my remaining two Windows 7 systems, some would agree so, since that file is on the list, as well as the one for Windows 8.1, and fits in line with your response quoted below.

[German]Microsoft has released a few days ago two cumulative updates KB3195781 and KB3194496 for Windows 10. Update KB3194496 for Windows 10 Version 1607 (Anniversary Update) is causing serious installation issues on some systems. Here are a few details and some fixes.

This blog post and this post contains some information about that issue. On one of my test machines, I have this install issue also. Eventlog reports update error 0x800F0922, but the machine is a clean install with Windows Defender as AV solution and no VPN software.

Keep Windows off the Internet (Network adapter disabled) and only use Linux online. I have Windows 7 at SP1 level only and it runs all of my Windows programs perfectly. No need to worry about updates or having to run antivirus, antimalware, etc.

Despite the infamous reputation and some exaggeration, these Telemetry components in Windows 7/8.1 updates are not deeply implemented into OS and can be easily disabled or eliminatedthis can be done officially with few manual steps, or a simple batch script (with exra little-aggressive setings)

In recent years I religiously kept doing a number of tweaks (some described in this thread, some on other blogs) to stop telemetry on my Win 7 systems. But MS kept pushing updates that re-activated telemetry. So frustrating & disappointing.

The idea behind Windows as a Service is that as soon as you upgrade to Windows 10, your system will automatically be kept up to date with new features and of course security updates. This should improve the experience over time, and in fact in the couple of weeks since release we have already seen some new features added to the operating system which were not ready for July 29th.

The computer downloads the updates and then keeps them in a cache for a short amount of time, and the downloads are subject to the same security measures as Windows Update would be meaning the updates should be signed which should prevent someone seeding bad updates. If you want to stop your computer from uploading data, be sure to set this to LAN only in the advanced options of Windows Update.

These changes are likely the biggest changes to Windows 10 overall as a platform. Disabling security updates is generally not a good idea anyway, but Microsoft is going to have to ensure that they deliver solid updates. I think the Windows as a Service idea has a lot of upsides, but a couple of bad updates will sour people for good, so it is pretty important that their testing is solid. They also need to be careful not too deliver too many updates in too short a time, and force a lot of reboots. Right now, it seems to be about one per week, and that is too often. We've gotten used to Patch Tuesday once per month and accelerating that right after launch is likely accepatble but it is a bit much to ask people to have to deal with this many updates for a long period.

It is also somewhat surprising that after the Windows 10 testing through the Insider Program that the updates that have come so far have been very non-descript. I don't think it's too much to ask that there were some sort of a list of changes that are being implemented, even if it is just on the web rather than in the description. If Microsoft wants buy-in on the new Windows as a Service, it needs to be an open relationship with the end user and not one of "take this update and like it" which is unfortunately how it has started out.

Hello, I m using Windows 7 Pro 32 bit. I had already Installed the two necessary updates. Tried every method mentioned above.. but none of them worked for me. Reinstalled the updates too but none of them worked.. it would be a great if someone is able to help me.. Thanks

@Bill - This "nag" you're talking about- does it look like the screenshot with the on it at the very top of this article (the picture with the stopsign on it)? The little square, blue & white window that pops up from your notification area? Also, do you currently see the white Windows 10 icon in your notification area (also shown in the screenshot). If you are seeing that icon and that same notification, but GWX Control Panel is telling you "(app not found)" then you may be experiencing something I haven't encountered yet. I might have more questions for you if this is the case.

I was referred to you by Woody for advice on how to remove the Windows 10 upgrade from blocking my Windows update. I followed another blogger's advice and did the following:I checked Windows update and found KB3035583 on the installed updates list and uninstalled it. I made the mistake of rebooting before going to disk cleanup. Once rebooted, I did go there and eliminated temporary internet files (and some gaming files that I don't use). It took awhile to reboot again, but I'm finally back on.KB3035583 no longer shows up on the Windows update installed list. The upgrade icon no longer shows up on the system tray. However, when I go to Windows Update, it still shows the box that says Windows 10 Upgrade is ready to install. This, apparently, is blocking my normal Windows update. So..please advise on how to fix this? If I were to download and use the GWX control panel, would that be able to fix it? I appreciate your advice and thank you.

I don't know what to tell you. I am still getting the nag window about installing Win 10 (on this Win 7 Pro PC). The nag shows up around 10 minutes after the boot-up is finished. I just reschedule it for 2 days later. I looked to see if the BtWindows folder has reappeared but I can't find it. I noticed that the KB...83 file was installed in early July, a month+ before I downloaded Win10 so I didn't operate on it. Someone mentioned in a blog (or whatever it was) about two other KB files but I never found them. All I want to do is get rid of the nag screen, but I haven't been able to do it or find someone who has (or even mentions the nag screen).

@SL - No, it doesn't install anything. Any actions the program performs are only done while it's running, upon your request. If I ever have to add a feature that requires some process to be running in the background in order to be effective, I will be very clear about that- and will make it an optional feature.

First off let me say I donated you 2 dollars at Paypal, and when I grow up I wanna be just like you. The nagging thing about the windows 10 updates (and I foolishly selected the reserve a copy button some months ago) is that it's a war. They are first of all downloading things and putting new things on ALL THE TIME. I looked at the "Update log" (Near the top if you go in windows and order things by "Date Modified" and since September 19 (now 25 days) it is 1.4 MB....this is 1.4 MB for a TEXT FILE! ALL they've been doing for at least 25 days is CONTINUALLY MAKING CHANGES TO MY COMPUTER. This is infuriating, and for good reason:They have STOLEN COUNTLESS pieces of my work over that time, as I have continually deleted my hard work, MP3s, JPGs...whatever to try and keep myself having some space to do my music on my small 218 GB computer, which has continuously been hitting me with paging file errors on startup, and disc cleanup notifications, while I work in Protools. As I said, IT IS A WAR against these government FBI Pigs at Microsoft (who are also I'm sure the same who are causing the Syria Refugee crisis). Just yesterday I managed to find some Protools files, where I had been working on some pop music...they added up to quite a lot, and I managed to free up an amazing 4.75 GB! 4.75 GB right when I need it. Then last night (remember it was less than 24 hours after clearing those 4.75GB) and am working...and all of a sudden I push Record, and Protools hits me with can't record low disk space alert. Of course when restarted, my drive space was back up to 1.12 GB. Before shutting down, that went back up to 3.8 GB, still about 450 MB less than it should be considering I had only recorded some 500 MB of WAV files since the clearing of the 4.75. This morning again I logged on and found 2.8 GB back on . So since this has been ongoing I made a plan to solve this space problem making a "Copied files to delete" Library, and a new folder on my desktop, where I also found some other things I could delete. I have now copied over 5 GB into that file folder today, to delete later when necessary. This is the only way I can stop the machine from continually eating up my disk space. This as I said is a war. Going beyond spying, which I am sure they are also doing with their new 10 update. Sorry for the long winded ness of this but I wanted to vent, and I did give you 2 dollars of my remaining online funds, that is 1/3. 2ff7e9595c
